resolved an issue using the Document Activity Upgrade console if deleted users made actions
resolved an API issue that allowed a user without appropriate page permissions to query page workflow state information
fixed a problem (introduced in v6.17.0) that prevented access to the workflow picker/workflow builder if an approval attribute value reference in the add-restriction macro wasn't first in the user list*
* Any use of an attribute reference in combination with other value references inside a parameter was also affected by this issue and prevented the use or modification of the workflow.
