This needs to be removed from the public space when update to remove workflow builder/custom workflows occurs for CDCC. No current bundled workflows have a select transition

A user manually transitions the workflow state using the workflow popup.
- a user can select a destination state using the dropdown menu in the workflow popup
- select options available for the choice of destination state are set by the workflow for the current state
- the select transition will not be present in a state when an approval is present in the state
Currently, none of the Comala Document Control workflows utilize this as a transition in any of the workflow states.
